Project Overview
This study assessed the feasibility of a new Baltimore County Park and Recreational Facility on a site last used as a train yard associated with the Bethlehem Steel Mill. Thorough study of the site identified unsuitable soils, invasive species, and wetlands, and also determined that the site lies in a floodplain and the Critical Area. This requires coordination through both MDE and the USACE. Careful design sited a new community center and recreational features to limit impact to the existing environment.

Our Approach

Once the feasibility study was approved by the County, we began site/civil engineering design for infrastructure and stormwater management to support the development of this 22-acre park. The design project proposes to construct a new multi-purpose field, recreation center, soft area playground, parking lot with bus loop, and walking trail. The park amenities will also include a kayak launch and fishing pier for waterside access.
The Results
A network of pedestrian pathways was designed to connect program elements, provide access to the wooded area of the park, and create a bridge over an existing stream. The design seamlessly integrates proposed site improvements, recreational amenities, and stormwater management areas.
